Go from to

	Get a picture, crop and resize to 100x100.
	Duplicate the base once, set the layer to multiply at 36%.
	Duplicate the base again, and drag it above the multiply layer. Set this layer to screen at 100%. Go to Adjust > Hue and Saturation > Automatic Saturation Enhancement. Change your settings to this. This is optional, but for this icon, I repeated the Automatic Saturation Enhancement three times.
	New layer. Flood fill with #00FF00, set to burn at 32%.
	New layer. Flood fill with #4040FF, set to soft light at 62%.
	New layer. Flood fill with #00FF00, set to Saturation (L) at 100%.
	New layer. Flood fill with #06085C, set to Exclusion at 100%.
	Duplicate base, and drag all the way to the top. Set to soft light.

Go from to

	Get a picture, crop and resize to 100x100. Sharpen once.
	Duplicate the base once. Go to Adjust > Color Balance > Grey World Color Balance. Set Temperature to 9300.
	Duplicate the top layer, set to screen at 68%.
	Layers > New Adjustment Layer > Curves. Red (2 points) 1st - input: 98 output: 61 2nd - input: 163 output: 196 Green (1 point) input: 254 output: 214 Blue (1 point) input: 254 output: 200 Set to 54%.
	Layers > New Adjustment Layer > Curves. RGB (2 points) 1st - input: 12 output: 2 2nd - input: 92 output: 144 Red (2 points) 1st - input: 1 output: 101 2nd - input: 119 output: 208 Blue (2 points) 1st - input: 1 output: 17 2nd - input: 254 output: 154 Set to darken, 100%.
	Layers > New Adjustment Layer > Curves. Red (2 points) 1st - input: 91 output: 86 2nd - input: 135 output: 204 Green (1 point) input: 110 output: 136 Set to multiply, 100%.
	Drag the base all the the way to the top and desaturate. Adjust > Blur > Gaussian Blur, Radius: 1. Set the layer to soft light, 100%.
	New layer. Flood fill with #C0FFFF and set to burn at 100%.
	Layers > Merge > Merge All (Flatten).

	Take your base image, crop and resize to 100x100. Sharpen once. This is your base.
	Duplicate the base once. Go to Adjust > Color Balance > Fade Correction. Set the amount to 45.
	New raster layer (Layers > New Raster Layer). Flood fill with #6CA9E2 set to burn at 50%.
	New raster layer. Flood fill with #2B3843 set to exclusion at 100%.
	New raster layer. Flood fill with #FFFF40 set to darken at 28%.
	New raster layer. Flood fill with #FFC0C0 set to multiply at 66%.
	Layers > Merge > Merge All (Flatten).
	Duplicate once, and set to softlight at 100%.
